The issue of water conservation and maintenance is a subject of discussion world wide. It assumes greater significance in India which has been consistently facing water scarcity with a rapidly depleting per capita availability of water.

Uttar Pradesh, while on one hand is a land of prominent rivers and irrigation channels, but on the other many areas of the State face water shortages. The average rainfall witnessed by the State is also higher than the national average, but much of this goes unutilized.

Coinciding with the spirit and to drive home the message for industries to come forward and play a vital role in conserving this resource, and managing it effectively, Confederation of Indian Industry (CII) Uttar Pradesh State Council is taking forward CII Water Conservation Mission and a Colloquium on Water Conservation is scheduled form 0900-1400 hrs on Thursday 04 Sept 2008 at CMA Towers, Sector 24, NOIDA. The session will focus on Sharing of Best Practices on Water Conservation and Management for others to replicate.

Relevance of Understanding Contract Labour Management:
Contract labour refers to workers engaged through an external intermediary and is based on a triangular relationship between the user enterprises, the contractor (including the sub contractor) and the workers. Engaging contract labour through contractors/ external agencies for undertaking industrial work has become very important as manufacturing plants are embarking upon on expansion drive. Though it is a legitimate right of the employer to engage contract labour and deal with them as part of the corporate growth strategy, many a times trouble crops up for the management of the contract labourers because of lack of knowledge in implementing and managing various relevant provisions related to the contract labour and lack of clarity on the issue of placing contract labour in the over all growth frame work of the company.

Managing contract labour has two aspects to it: (1) The legal/ statutory aspects (2) Managerial/ Strategic aspect. The number of small and large scale industry opting for contract labour has increased considerably. Since it is an unorganized sector, to ensure labour welfare several legislations have been framed, which govern the hiring of the contract labour. There have been several changes and amendments because of several litigations that the companies should be aware of from the point of view of compliance.

Apart from the compliance/ statutory aspects, it is important to recognize that the Contract Labour forms an integral part of over all corporate growth strategy. Companies in growth/ expansion phase should have the institutional mechanism to gauge their contract labour requirements. They should be in a position to ensure that delivery schedule adherence is not affected due to uncertain supply of contract labour and so on. So strategic or management aspect of the contract labour is equally important.

Objectives of the Workshop
With the above background, Confederation of Indian Industry (CII) is organizing a one day workshop on Contract Labour Management in Vadodara. The objectives of this workshop is to

Scheme on Trade Related Entrepreneurship Assistance and Development (TREAD) for Women.

Women have been among the most disadvantaged and oppressed section of our country with regard to access to and control over resources. Problems faced by them continue to be grave particularly for illiterate & semi literate women of rural and urban areas In order to alleviate their problems, Govt. of India launched a scheme entitled” Trade Related Entrepreneurship Assistance and Development” (TREAD) during the 9th plan period which has slightly been modified and is now put in operation. The scheme envisages economic empowerment of such women through trade related training, information and counseling extension activities related to trades, products, services etc.

Objectives –
Experience has revealed that apart ITom counseling and training, delivery of credit poses the most serious problem for the poor women. There is also dearth of information with regard to existing status of women and their common needs for providing necessary support. Since such women are not able to have an easy access to credit, it has been envisaged that the credit will be made available to women applicants through NGOs who would be capable of handling funds in an appropriate manner. These NGOs will n>t only handle the disbursement of such loans needed by women but would also provide them adequate counseling, training and Assistance in developing markets.

Salient Features –
A. Credit to Projects – Government Grant up to 30% of the total project cost as appraised by lending institutions which would finance the remaining 70% as loan Assistance to applicant women, who have no easy access to credit from banks due to their cumbersome procedures and the inability of poor & usually illiterate/semi-literate women to provide adequate security demanded by banks in the fonn of collaterals. GOI Grant and the loan portion from the lending agencies to assist such women shall be routed through eligible NGOs engaged in assisting poor women through any kind of income generating activities in non farm sector. For example, if an NGO submits project(s) for a number of individual or group(s) women say for Rs. 50,000/- each for a group of SO women, then the loan amount required by 50 women would be Rs. 25 lakhs. To it would be added the expenditure that the NGO will make in training / counseling of staff, part expenses on operationalising a management and monitoring system, vehicles, charges for legal documentation, training of loaners, auditors fees charged. Say duly approved by lending institutes, it works out to be Rs. 15 lakhs. Then the total project cost would be Rs. 25 + 15 = 40 lakbs. The GOI grant would be maximum up to Rs. 12 lakhs (30% of Rs. 40 lakhs).

B. Training organizations viz. Micro, Small and Medium Enterprises (MSMEs), Entrepreneurship Development Institutes (EDIs), NISIET and the NGOs conducting training programmes for empowerment of women beneficiaries identified under the scheme would be provided a grant upto maximum limit of Rs. 1.00 lakh per programme provided such institutions also bring their share to the extent of minimum 25% (10% in case of NER) of the Government grant. The batch size for such a training activity will be at least 20 participants. Duration of the training programme will be minimum one month. For example if a mention institution or eligible NGO wants to conduct a pre or post project training programme for a group of women then the maximum GOI grant can be Rs.1.0lakh provided the NGO also raises 25% of the requested grant i.e. the total expenditure of the training expenditure can be up to Rs. 1.25 lakbs for availing full assistance of GOI grant.

C. Institutions such as Entrepreneurship Development Institutes (EDIs), NIMSME, NIESBUD, IIE, MSME-Dls EDIs sponsored by State Govt. and any other suitable. institution of repute will be provided need based Government grant primarily for undertaking activities aiming at empowennent of women such as field surveys, research studies, evaluation studies, designing of training modules, etc. etc. covered under the scheme. The grant shall be limited up to Rs. 5 lakhs per project.

Component B&C for GOI grant is to be approved by AS&DC(MSME) in consultation with AS&F A Ministry of MSME.

Interested institutions will apply for such assistance directly to the MSME-DIs concerned and copy to the Office of DC(MSME) giving all the relevant details in the prescribed format.

A Strategic partnering of Indian Air Force and Industry on Modernisation and Indigenisation

Confederation of Indian industry in association with the Indian Air Force is pleased to announce the International Seminar & Exhibition ‘INDAIR 2008: A Strategic partnering of IAF and Industry on modernization and indigenization’ on 26- 27 August at Hall No 6, Vigyan Bhawan, New Delhi. Hon’ble Defence Minister, Shri AK Antony has kindly consented to be the Chief Guest at this seminar.

The Indian Air Force is endeavoring to expand the range of indigenisation to include complex and high cost items, which will ensure larger volume of business for the industries. In the face of rapid technological advancements and induction of new generation equipment, modernisation of maintenance infrastructure has become equally important for achieving self-reliance in operations and maintenance. IAF requirements of modern repair facilities range right from tools, testers, automation in repairs to material handling equipment. Indigenisation of weapon system and modernisation of maintenance facilities are both inter-related issues and the guiding principle being self-reliance, self-sufficiency and reduction of dependency on foreign vendors.

The seminar is aimed to explore the indigenisation and modernisation opportunities in IAF and seek an effective participation of industry in this regard. The event would have participation of reputed manufacturers of weapon systems, both foreign & indigenous, officials from the Ministry of Defence and Indian Air Force, academicians, quality agencies etc. The event would provide an impetus to the process of indigenisation and modernisation of production, maintenance and inventory management infrastructure in Indian Air Force, with a focus on Base Repair Depots (BRDs) & Equipment Depots (EDs). The Management Representative (MR) is expected to play a key role in the development and maintenance of the Quality Management System of an Organization. The ISO 9001 Standard places multi dimensional responsibilities on the MANAGEMENT REPRESENTATIVE (MR) which includes establishing, implementing and maintaining the quality system, infusing customer orientation in the organization and keeping the system dynamic through continuous tracking of achievement levels. The unspecified responsibilities of a MR extend manifold and, in effect, he assumes a pivotal role in the journey towards continual improvement and excellence. In order to critically assess the roles and responsibilities of MRs, the CII – IQ Industry is organizing a three-day Workshop on “Strengthening Management Representative (MR) Skills: Compliance to Excellence” on 7-9 August 2008 at Indore

Faculty
Mr. Rakesh Garg, a Graduate from Shri Ram College of Commerce, Delhi and a Fellow of the Institute of Chartered Accountants of India, has authored a number of books in past 10 years. His first book was released in the year 1999, titled, “Law of Sales Tax on Works Contract in Delhi”. Amongst others, his well recognized books are, Guide with Ready Reackoner to Delhi Sales Tax, Delhi VAT Ready Reckoner, Haryana VAT Ready Reckoner, Concepts of Central Sales Tax, and Goods under Sales Tax Laws.

Recently he has authored two books on Service Tax, titled as-
