Relevance of Understanding Contract Labour Management:
Contract labour refers to workers engaged through an external intermediary and is based on a triangular relationship between the user enterprises, the contractor (including the sub contractor) and the workers. Engaging contract labour through contractors/ external agencies for undertaking industrial work has become very important as manufacturing plants are embarking upon on expansion drive. Though it is a legitimate right of the employer to engage contract labour and deal with them as part of the corporate growth strategy, many a times trouble crops up for the management of the contract labourers because of lack of knowledge in implementing and managing various relevant provisions related to the contract labour and lack of clarity on the issue of placing contract labour in the over all growth frame work of the company.
Managing contract labour has two aspects to it: (1) The legal/ statutory aspects (2) Managerial/ Strategic aspect. The number of small and large scale industry opting for contract labour has increased considerably. Since it is an unorganized sector, to ensure labour welfare several legislations have been framed, which govern the hiring of the contract labour. There have been several changes and amendments because of several litigations that the companies should be aware of from the point of view of compliance.
Apart from the compliance/ statutory aspects, it is important to recognize that the Contract Labour forms an integral part of over all corporate growth strategy. Companies in growth/ expansion phase should have the institutional mechanism to gauge their contract labour requirements. They should be in a position to ensure that delivery schedule adherence is not affected due to uncertain supply of contract labour and so on. So strategic or management aspect of the contract labour is equally important.
Objectives of the Workshop
With the above background, Confederation of Indian Industry (CII) is organizing a one day workshop on Contract Labour Management in Vadodara. The objectives of this workshop is to
Provide hands on inputs on various laws/acts/regulations applicable and the practical compliances and other legal aspects of the same pertaining to Contract Labour.
How to create a contract labour system in your company for effective monitoring and strategic management and the importance of incorporating contract labour management into the company’s growth strategy
To provide practical advisory on the ‘Do’s and Don’ts’ on how to manage contract labour system.
To apprise the participants about the various Case Studies pertaining to Contract Labour management.

Mr A G Belwalkar, is the Chairman of National Institute of Personnel Management, Bombay Chapter. He has an experience of over 25 years in the field of human resource management. He is a graduate in Economics and holds a degree in law. He has done his masters in Human Resource Management from Bombay University. His has been engaging with several Indian majors like Tata Steel, Indian Oil, Lubrizol India, Rallis India, Parle Products Pvt Ltd etc. in shaping their HR/IR policies.
Mr M R Khanolkar is the General Manager, HR, Walecha Group of Industry. He is a commerce graduate and holds a masters degree in Human Resource Management from Pune University. He also holds a degree in law and has over 30 years of experience in the field of human resource management. He has worked earlier with Narmada Cements, ASCON and Patel Engineering.
