4TH INDIA – UK DEFENCE INDUSTRY SYMPOSIUM
15 February 2008: Hotel Oberoi, New Delhi

Coinciding with the Defexpo India 2008 – the 5th International Land and Naval Systems Exhibition, a 60-member defence industry delegation from the UK under the aegis of the Defence Manufacturers Association of the UK would be visiting India. The objectives of the delegation are to explore possibilities for co-operation with India in the area of design, development and production of defence equipment. Most of the major defence companies in the UK are a part of this delegation.

In order to promote co-operation between Indian and UK defence production companies, CII in association with the Defence Manufacturers Association of the UK (DMA) is organising the 4th India – UK Defence Industry Symposium on 15 February 2008 at the Ball Room, Hotel Oberoi, New Delhi. The Symposium would be an excellent platform for Indian companies to network with UK companies on:

a) The possibilities for JVs & technology tie-ups
b) FDI in Defence
c) Co-development / Co-production
d) Understanding the offset / outsourcing requirements of British companies

The Symposium will also feature three breakout sessions on land, naval and air systems. The Symposium will be followed by a reception hosted by the British High Commission in India.

Companies are encouraged to nominate representatives to participate in the Symposium. A delegate fee of Rs.2,500/- per delegate (Rs.3,500/- per delegate for CII non-members) would be charged towards administrative expenses. The companies, who would like to project their capabilities, can do so by participating in the ‘catalogue display’. Tables of 2 ft X 6 ft will be provided to companies to exhibit their catalogues at a cost of Rs.12,000/- per table. The participants would also be given business visitor passes to the Defexpo India 2008 Exhibition, which would enable them to continue the dialogue during Defexpo.

CII Institute of Quality is pleased to announce the following training programmes on January and February 2008 at different places:

1) Workshop on “Strategic Quality Management- A Journey for Excellence” on 5-6 February 2008 at Hotel Sun N Sand, Pune

The course content includes:

2)Workshop on “New Product Development – A Strategic Approach” on 21-22 February 2008 at CII Institute of Quality, Bangalore

The course aims to bring forward the integration of all aspects of the development process from the voice of the customer to design, manufacturing, delivery and launch. This programme covers market entry and positioning strategies and advanced quality planning processes covering techniques like QFD, FMEA, and Control Plan etc. This course is highly beneficial for individuals responsible for the APQP process in their organization as well as those directly involved in maintaining a QS 9000 or ISO/ TS 16949 Quality Management System.

The workshop objectives:

Identifying the improvements aimed at enhancing products and services in line with the needs and expectations of the customers
-Developing a product quality plan supporting the development of a product or service
-Designing and developing new products and services in line with the needs and expectations of the customers
-Using creativity and innovation to design and develop competitive products and services


The workshop shall be conducted using lectures, group-work and case-studies. This programme is targeted for senior and middle level management from different disciplines such as marketing, manufacturing, R&D. 3) CII Institute of Quality (CII-IQ) is offering a comprehensive workshop with the support of Quality Council of India (QCI) on Producing Zero Defect Through Statistical Techniques (Implementing M.S.A + S.P.C on production shop) on 27-28 February 2008 at Hotel Sun N Sand, Pune.

· Introduction of Basic Statistics – Normal Distribution, properties of normal distributions, and the concept of Statistical Process Control for controlling process variations.
· To understand the significance of measurement uncertainties, and its effect on product conformity test.
· To understand Control verses capability and the concept of Zero Defect approach.
· To understand the concept of Process capability and Measurement Capability.
· To understand the complete measurement system and its different elements ( S-W-I-P-E) and its influence on the measurement result.
· To understand the basic terminology in measurement science as – Accuracy – Precision – Errors – Measurement Uncertainty as well as Bias – Linearity – Repeatability & Reproducibility – Uniformity – stability – consistency with respect to Gauge Capability and Gauge Performance .
· To understand the significance of MSA studies as referred by AIAG, with respect to the control of measurement process.
· To practice the Gauge capability/acceptance studies in variable measurement system.– Bias Study , Linearity Study , G- R & R study & the gauge performance study – a Stability Study.
· To practice the Gauge capability studies in attribute measurement system – Cross Tab Method, Signal Detection Method & Analytical Method – Gauge Performance

· To understand the process capability indices Cp, Cpk, Pp, Ppk , and their evaluations.

· To understand the interpretation of control charts in monitoring the process performance and use of control chart for predicting the future likely process rejection, in advance.

Building People, Building India

The Services sector has revolutionized how people look at India today, and the world at large perceives the contribution of the Services economy as the driver to India’s economic growth, as well as key to India attaining its rightful place amongst the Developed Nations in a few years.

The ‘people’ factor is key to taking the Services sector in India to the next level, and the lack of sufficient trained Manpower is an issue our organizations grapple with regularly.

With this imperative, CII has developed its Agenda for the year centered around the Theme – “Building People, Building India”.

As a first step, in our endeavor to identify and develop the right skill-set among the huge manpower base in our Country, and to be able to reap the benefits of the ‘Demographic Dividend’ ; CII along with the Boston Consulting Group (BCG) is undertaking a Study on “Talent Gaps of the Services Sector” in India. This would be a landmark initiative of such a scale being undertaken for the first time, and we propose to present the compilation of the Study in a comprehensive Report, at the ‘CII Services Conclave’ scheduled tentatively for April 2008.

CII would be launching a Directory of Indian Defence Products and Services. The Directory would comprise of details of the companies engaged in / and having capabilities to supply various types of equipment, systems, sub-systems, components, spares and services to the defence sector. Due to popular demand and to keep abreast with the dynamics of the Indian Defence Industry, the Directory will be a web-based online Directory.

This online Directory would enable:

(a) Foreign OEMs / companies to identify potential Indian companies as ‘Offset Partners’ for Joint Ventures and Technology Tie-ups(b) Defence Offset Facilitation Agency (DOFA) to use as a database of Indian companies for participation in the Offset Programme(c) Defence Acquisition Wing to identify Indian companies for issuance of Request for Proposals (RFPs)(d) Armed Forces to identify Indian Companies for Product / Project Briefings as well issuance of Request for Information (RFIs)(e) Foreign Embassies / High Commissions in India, Indian Embassies abroad and MoU Partners of CII for matchmaking(f ) Defence Research and Development Organisation to identify companies for R&D activates(g) CII to identify companies for its various meetings, events and initiatives

This first ever online Directory of the Indian Defence Industry will be managed by CII and access to this Directory will be limited only to registered / invited users. With each registration members can upload, company information as well as list details of 5 products in the Directory. To list more products in the Directory, companies can request for additional product listing @ Rs.500/- per product.

Two of the world’s leading offset organisations have joined hands with the Confederation of Indian Industry (CII) to plan a topical offset conference on Indian offsets, to take place just prior to the DEFEXPO INDIA 2008 (www.defexpoindia08.com) in New Delhi.

The Global Offset and Countertrade Association (G.O.C.A.) has in its membership the largest defence corporations in the USA and Europe, while the Defence Manufacturers Association (DMA) in the UK represents the British Defence Industry, and has over 620 leading British defence, police and public security companies within its membership.

The U.S., U.K. and Europe are the world’s leading defence exporters and therefore the world’s largest and most active defence companies’, offsets and business development managers will be gathered in New Delhi for this Conference. The G.O.C.A. and DMA have previously co-operated in organising the first and second Global Industrial Cooperation Conferences (GICC) held in Portugal and Greece in 2004 and 2006, as well as the Middle East Regional Offsets Conference (MEROC) in Abu Dhabi in February 2007, which proved to be amongst the most successful international offset conferences ever held.

The organisers expect that the Indian Regional Offset Conference 2008 will build on the acknowledged success of GICC’04, GICC’06 and MEROC’07. IROC 2008 will take place at the Hotel Inter Continental The Grand New Delhi between 12 – 13 February 2008. Presentations will be held on 13 February 2008 and will be of a similarly high quality and over-arching nature as those of GICC and MEROC. There will be a welcome reception the evening before on 12 February 2008.

The Ministry of Defence, Government of India envisages spending well over US $30 Bn for the acquisition of military hardware and software during the period 2007 – 2012. The Ministry of Defence also introduced a requirement for overseas companies to fulfil mandatory offset obligations across much of the MoD’s planned procurement. In addition, the Government of India has made, or is planning to make, large civil procurements. Aircraft purchases by Air India have already created large offset obligations for civil aircraft primes.

The agenda will meet different requirements of attendees. International OEMs and subcontractors will learn about Indian procurement and offsets (defence and civil), while local Indian industry will learn how offsets can support their sales efforts and how to work with foreign sellers, especially OEMs. All will be able to compare various offset strategies from different countries. Lastly the Conference will provide an ideal networking opportunity.
