We are pleased to inform you that three of the world’s leading offset organisations – the Defence Manufacturers Association of UK (DMA UK), US – Indian Business Council (USIBC ) and the Global Offset and Countertrade Association (GOCA) have joined hands with the Confederation of Indian Industry (CII) to plan a topical offset conference on Indian offsets 9-10 February 2009, New Delhi. The organizers have previously conducted the first and second Global Industrial Cooperation Conferences (GICC) held in Portugal and Greece in 2004 and 2006, as well as the Middle East Regional Offsets Conference (MEROC) in Abu Dhabi in February 2007 and the IROC 2008 in New Delhi, which proved to be amongst the most successful international offset conferences ever held. IROC 2009 will take place at the Hotel Hyatt Regency, New Delhi on 9-10 February 2009. The organisers expect that the Indian Regional Offset Conference 2009 will build on the acknowledged success of GICC’04, GICC’06 and MEROC’07 and IROC 2008 and high quality presentations by global experts on offsets and stake holders in the Indian offset obligations will be made during IROC 2009.

The Ministry of Defence, Government of India envisages spending well over US $30 Bn for the acquisition of military hardware and software during the period 2007 – 2012. The overseas companies will be required to fulfill mandatory offset obligations to the tune of 30-50 percent offsets for such procurements. The recent RFP for 126 MMRCA has mandated an offset obligation of 50 percent. In addition, the Government of India has made, or is planning to make, large civil procurements. Aircraft purchases by Air India have already created large offset obligations for civil aircraft primes. The new procurement policy (DPP 2008), which has been released recently by the Ministry, has incorporated new concepts and practices to streamline the process of implementation of offsets. It is an opportune moment to deliberate upon the various nuances of the implementation of the Offset obligations worldwide and India in particular.

The agenda will meet different requirements of attendees. International OEMs and subcontractors will learn about Indian procurement and offsets (defence and civil), while local Indian industry will learn how offsets can support their sales efforts and how to work with foreign sellers, especially OEMs. All will be able to compare various offset strategies from different countries. Availability, Reliability and Affordability of adequate Power is a precondition to India’s growth and the attainment of the status of a Developed Country over next 20 years. To meet this objective, there is a compelling need for an integrated approach covering the energy segments viz the power, coal & hydrocarbons. The development of an Integrated National Energy Policy outlining immediate, medium and long-term perspective for the energy sector keeping in mind the goals of economic growth, energy security and technology options, is the need of the hour, if we are to achieve the objective of “Power” for All”.

The vision “Power for ALL” poses several challenges, and, success will depend on how well we can integrate all the key factors on which its achievement depends. Fuel is one such factor. Fuel constitutes an important input for the power generation and 60% of the cost of each unit of power is the cost of fuel. For the power generating utilities with their tariffs determined under regulatory regime to be price-competitive, it is imperative that rational pricing strategy is followed in pricing of the fuels like coal and gas. In the absence of right pricing strategy of the fuels, lack of cohesion amongst the energy sub-sectors, and an integrated Regulation it would be difficult to realize set goals.

Besides fuel pricing and regulatory issues, achieving the ambitious targets in the power sector is also dependent on other factors like availability, quantity and quality of the fuels like coal and gas (natural gas and R-LNG). Presently both the coal and gas fired thermal power stations are facing severe constraints on availability as well as quality of the fuel and are operating much below their optimum levels. The developers of new power generation capacities are also apprehensive, as the generation projects may have to wait for the fuel availability or may need to tie up alternate options to begin generation on the schedule dates.

In this context, to bring the Power Sector into centre-stage and to focus on critical policy issues, the Confederation of Indian Industry (CII) is organizing the “National Conference on Power 2008” on 17 – 18 December 2008 at Hotel Hyatt Regency, (Ball Room), Bhikaji Cama Place, New Delhi.

The main objective of this Conference is to build a consensus among industry leaders and key policy makers on what needs to be done.
